what is the zoning for my property?
Check that your project meets the requirements of the zoning by-law (distance from property lines, maximum lot coverage, etc.).
Applicable since June 18, 2024, By-law 33R2024 has amended all the provisions of the previous zoning by-law.
Its aim: a more sustainable framework for development and construction.
Its objectives:
- Simplicity, accessibility and predictability of development
- City beautification: trees, architecture, sector distinction, signage
- Quality of living environments: uses, density, landscaping, density, access
- Growth of commercial sectors: town centre, development hubs, neighbourhood services
- Sustainable solutions: environment, landscaped areas, impervious surfaces, fill and excavation, master plans, construction materials

who can apply for a permit?
Several people can apply for a permit, such as the owner or any other person with a signed power of attorney, a contractor with the owner's authorization or a copy of the contract, and others.
If you are not the owner, you will need an Land owner's statement.

did you know that the following work does not require a permit?
You do not need a permit to carry out certain normal maintenance work or non-structural repairs that do not exceed a maximum amount of $5,000 (excluding taxes), such as:
- Re-roofing;
- Replacement of a door of the same size, in the same place;
- Repairs to terraces, verandas, platforms, stoops, stairs;
- Installation of recreational equipment and playground equipment;
- Painting and repairing walls;
- Changing floor coverings (carpets, floors, etc.);
- Maintenance and installation of heating, ventilation and electrical equipment;
- Installation of gutters or downspouts;
- Replacement of counters or cupboards;
- Replacing sinks or bathtubs;
- Installing a temporary car shelter.
Even without a permit, specific standards must be met. Construction projects must meet the requirements of the National Building Code and applicable municipal by-laws. Consult the zoning by-law, the building by-law or ask us.
If your work affects the foundations, changes the structure of the dwelling, increases the floor area or adds a use, a permit is required.
There are two ways to apply for a permit
On line
You must select the type of application according to the type of work you are planning. More than one permit application may be required.
Payment is by credit card only.
This form must be completed, signed and sent by e-mail.
Processing times vary depending on the type of permit requested and the time of year.
The permit will be sent to you by e-mail and you will need to print it out.
Applications are processed once all these steps have been completed.
In person
You must come to our offices to apply for a permit.
Payment can be made by cash, cheque or debit card.
Processing times vary according to the type of licence requested and the time of year.
Some permits will be issued on site during your visit.
For others, you will need to come and collect it once it has been issued.
In both cases, we ask for digital versions of the documents required to analyse your permit application.
fees
You must pay a $50 approval fee for a permit relating to the application of the zoning by-law (swimming pool, landscaping, new usage, siting of new buildings). For all construction work, $25 for the first $1,000 + $5 per $1,000 of additional work, calculated on the current market value or on the total estimated cost of the work, including labour and construction materials (minimum charge of $25). These costs are added together for projects involving development and construction.
The cost of renewing a permit is $50.

The following documents are required to analyse your file:
- Certificate of location or scale plan of the property
- Professional quality plans drawn to scale illustrating the current situation and the proposed work (e.g. room dimensions, door and window dimensions, ceiling height, wall and ceiling materials, location of smoke alarms and ventilation equipment)
- Tender or cost estimate for the work, including taxes
- Any plans, elevations and sections illustrating the proposed layout
- Any other document relevant to the analysis of the application
