Adoption of the 2026 investment plans

During a special public meeting, Edmundston City Council adopted the 2026 investment plans for the General Fund as well as the Water and Sewer Utility Funds and the Electricity Production Fund.

Planned investments in these three funds total more than $13 million for 2026. As usual, most of the proposed investments are conditional on obtaining federal and provincial grants and on the approval of borrowing requests.

For 2026, a large portion of the investments targets the upgrading of aging municipal equipment and infrastructure. “Every investment decision must serve the community. That’s why we will focus our efforts on upgrading infrastructure throughout the city, while continuing to support residential projects that will meet the needs of families for today and for the future.”

The proposed investments are allocated as follows:

  • General Fund: $8,910,000
  • Public Water and Sewer Utility Fund: $2,565,000
  • Electricity Production Fund: $1,850,000

Targeted investments include:

  • An amount of $3 million for the rehabilitation of designated and municipal roads.
  • Another $3 million to begin major upgrades to stormwater, drinking water and wastewater infrastructure.

“The intervention plan for the Saint-Jacques sector will be made public very soon and will guide our choices for the coming years. However, we have chosen to move forward quickly by setting aside funds so that the first interventions can begin in 2026.”

Despite proposed investments of more than $13 million, borrowing needs remain limited, namely:

  • $2.5 million for the General Operating Fund.
  • $180,000 for the Public Water and Sewer Utility Fund.
  • $200,000 for the Electricity Production Fund.

This approach allows the city to manage its debt effectively and sustainably.

“Our decisions must both protect the quality of services that residents care about and ensure sound management of municipal finances. The 2026 investments fit squarely within that vision,” concluded Mayor Marquis.
